THE
PROBLEM
Drivers
aged between 17 and 21 make up 10% of all licence holders but are involved
in 20% of all injury accidents.
A
young male driver is 7 times more likely to be involved in a fatal road
accident than a middle aged man.
Every
year 1000 people die in road accidents involving a young driver.
It's
not just the younger novice who is at risk. Older people who take the
driving test later in life are at a much higher risk than those who
have driven for some years.
Research
by the Transport Research Laboratory
shows that a lack of driving experience, not immaturity, is the main
factor. Many
life skills are learned by trial and error. Where the consequences of error may be catastrophic it is necessary
to find another approach.
THE
RESPONSE
There
is no substitute for experience, but good professional training can
accelerate the acquisition of skills and knowledge by the new driver.
PASS
PLUS offers
new drivers professional instruction and supervision in circumstances
where they will have had little experience, and at the time when they
are most vulnerable.
Its
primary aim is to develop the attitudes and skills that are essential
for safe driving.
WHAT
IS PASS - PLUS?
The
course should help new drivers to appreciate the satisfaction to be
gained from driving well.It comprises of a 6 module training syllabus
designed by the DSA to accelerate the aquisition of driving experience
and thus improve the safety of new drivers. At the end of the course
you are awarded a certificate to produce to a participating insurance
company in order to receive a discount on your premium. The certificate
can only be used on your own policy. You can do a PASS
PLUS course at any time after becoming a FULL LICENCE HOLDER
though check with your insurance company to see if they will honour
the discount that it normally gains.

Modules
will not all take the same amount of time to cover, and of course some
may have to be covered in theory only (driving in snow etc). The whole
course however, must consist of a minimum of six hours tuition,
five of which must be practical in-car tuition.
There
is no test at the end of the course - this means that it's your
instructors responsibility to ensure that you reach a satisfactory standard. As well as the obvious
benefits of improving your driving to reduce your chances of an accident,
as mentioned, PASS PLUS offers the financial incentive of discount on
your car insurance with participating insurance companies. The
amount saved will usually recoup the amount spent on the course. A list
of participating insurance companies is available from us.
PASS-PLUS WITH BOWKER DRIVING TUITION
We have structured
a PASS PLUS course that we feel will enable us to cover the syllabus thoroughly.
In line with our
commitment to ensure thorough tuition, we feel that despite the location
of Aberystwyth in relation to any dual-carriageways and motorways, it
is essential to have practical experience on these types of roads with
the obvious benefit of an instructor at your side. The full course therefore
takes between eight and nine hours to allow for travelling to and from the nearest dual-carriageway and motorway.
The price of the
full course is only £200, which I'm sure you'll agree would be
money well spent for the experience alone, let alone the fact that the
money can be recouped once you receive your certificate and start your
first insurance policy.

Ceredigion County Council are offering this subsidy as an incentive to do a Pass-Plus course (which must be with a Pass-Plus registered DSA Approved Driving Instructor) in order to help reduce road accidents involving new drivers.

Are you aged less than 26 years old?
Are you permanently resident in Ceredigion?
Have you passed your practical driving test in the last 12 months?
Will you allow the council to store your details to maybe contact you regarding Road Safety issues?
